An unprecedented amount of money has been raised during the 2020 Election. With spending totals expected to reach to $10.8 Billion, this presidential election is set to go down as the most expensive campaign in history. While Democrats and Republicans battle for control of Washington, many organizations have had to recalibrate their fundraising strategies, and asking the question “now what?” 

Join us on November 19th as our panel of experts who have enjoyed a front row seat to this election attempt to tackle this question, share fascinating insights about the dynamics impacting donor behavior, and discuss untested, but familiar channels in the post-election world.



Lyman Munschauer, Director of Digital, NRCC

Lyman Munschauer is the Marketing Director for the National Republican Congressional Committee (NRCC). As Marketing Director, Lyman leads the newly formed Grassroots Department which is comprised of Mail, Telemarketing, Digital and Creative Teams. Lyman’s approach to fundraising has led to a record increase of small-dollar revenue for the NRCC.

Lyman joined the NRCC in 2017 after three years at Targeted Victory where he worked as the Fundraising Manager and then Fundraising Director. In that capacity, he advised a wide variety of candidates, including presidential campaigns and political committees, with their fundraising strategy.

Will Black, Founder, Oxford Communication

The Oxford Communications team, led by its President William O. Black, has significant experience in creating & managing large-scale direct mail and tele-services programs for Republican candidates, national committees, & conservative advocacy organizations.

Black has served as Director of Major Donor Marketing at the National Republican Senatorial Committee, Director of Development for U.S. English, Inc., and founded Oxford Communications in 1999.

Black and the Oxford team have created and managed direct response fundraising programs for numerous Congressional, Senatorial, Gubernatorial, and Presidential races. Oxford has also been an integral part of the direct response fundraising programs at the RNC, NRCC, and NRSC over the last 20 years.

In addition to his duties at Oxford, Black is also a Founding Partner of P2P Messaging LLC, a peer-to-peer text firm specializing in fundraising and voter contact.



Steve Paddock, Senior Acquisition Planner, Chapman Cubine Allen + Hussey (CCAH)

Steve Paddock is a Senior Acquisition Planner with Chapman Cubine Allen + Hussey (CCAH). He has contributed to acquisition list plans for various nonprofit accounts for the firm, specializing in democratic advocacy organizations and political campaigns, most recently the Biden Victory Fund. Prior to joining CCAH, Steve worked for FracTracker Alliance in Pittsburgh, PA on the data team. He has a Bachelor’s Degree in Environmental Studies from the University of Pittsburgh.

Heather Philpot, Executive Vice President, Data Strategy, Data Axle

As Senior Vice President of Political and Public Affairs, Heather is responsible for the growth and strategic development of both practices, as well as working with nonprofit charities. Her vision of helping marketers acquire high value donors, advocates, and raise awareness to issues through data driven solutions has enabled her to aid some of the biggest brands in the industry. Most recently, Heather built the Infogroup Public Affairs division working with associations and corporations to educate and mobilize advocates to weigh in on various area of public policy.

Prior to joining Infogroup in 2015, Heather was a Vice President at Wiland, a leading cooperative database provider of business intelligence and targeted donation data. Under her direction, Wiland became known as the go-to data provider for campaigns, political organizations, and political committees. With nearly two decades of experience in data/analytics, major donor fundraising, direct mail, and campaign management, Heather understands all facets of the process.

A graduate of the University of New Mexico, Heather was born and raised in Albuquerque, NM, and currently lives in Washington, DC. She enjoys, cooking, traveling, and any outdoor activity with her husband, Michael.
